Terrorism Prevention

Terrorism and violent extremism pose evolving threats to global peace, security, human rights, and socio-economic development, especially in countries affected by conflict. Terrorist attacks cause immense physical and emotional harm to victims and their families, leaving many disabled, deeply traumatized, and stigmatized. Survivors often face barriers to accessing legal, psychological, and psychosocial support.

 Terrorist organizations can range from highly centralized groups to loosely structured networks driven by fluid allegiances and ideologies. These groups orchestrate complex attacks or inspire individuals to act alone. Increasingly, terrorist groups operate across borders, utilizing the internet and social media for recruitment, training, financing, and spreading radicalization. They often resort to organized crime, including the illicit trafficking of arms, drugs, human beings, cultural property, and natural resources, alongside kidnapping, extortion, and robbery, to generate funds. Vulnerable populations, including youth, women, and the socio-economically disadvantaged, are frequently exploited by terrorist groups. Children are often forced into combat or coerced into becoming suicide bombers. The lack of awareness and inadequate policy responses to the diverse impacts of terrorism on different groups erodes public trust and undermines the effectiveness of counter-terrorism strategies.

 Since 2003, the UNODC has been mandated by approximately 90 UN General Assembly and Security Council resolutions to assist Member States with the international legal framework on terrorism and provide criminal justice support. The most comprehensive resolution reflecting UNODC current mandate on terrorism prevention was adopted by the General Assembly on Technical assistance provided by the United Nations Office on Drugs and Crime related to counter-terrorism.

 The UNODC’s Global Programme on Preventing and Countering Terrorism (2022-2027) aims to prevent terrorism globally, focusing on inclusive strategies and ensuring the safety of all people. This programme has three primary objectives:

  •  Increasing Member States’ adherence to international legal frameworks for combating terrorism.
  • Developing and implementing inclusive, partnership-based, gender-responsive, and youth-empowering terrorism prevention strategies.
  • Strengthening the effectiveness of criminal justice systems to combat terrorism, in line with international human rights obligations and through enhanced international cooperation. These efforts are aligned with UN Security Council and General Assembly resolutions, including the UN Global Counter-Terrorism Strategy.
